A cemetery was opened on the grounds of the Soldiers' Home in
Washington, D.C. Section II of General Orders No. 33 dated April 3, 1862, made
Commanding Generals responsible for laying off lots of grounds near every
battlefield, to be used for burial of soldiers who died in battle. By Section
18 of an Act approved July 17, 1862, the President was given authority to
purchase cemetery grounds and cause them to be securely enclosed, to be used as
national cemeteries.
